MoCRA is the Modernization of Cosmetic Regulations Act of 2022. It was the first major revision to the cosmetics portions of the Food, Drug and Cosmetic Act since 1938. It improves the safety of cosmetics and grants the FDA additional authority over the cosmetics offered for sale in the United States.
The changes stemming from MoCRA will affect any person or business that makes and/or sells cosmetics. That is cosmetics of any kind, not just “make-up,” but also lotions, creams, lip balm, sugar scrubs, salt scrubs, bath bombs and fizzies, and even soap (if it’s a cosmetic).
FDA has scheduled ther proposed rule for fragrance allergens for October 2024.

MoCRA included a requirement for the FDA to create regulations to for testing methods to detect and identify asbestos in talc-containing products by 29 December 2023. That didn’t happen.
